Galeshi Sunsword reads:
"The wielder cannot be the target of ranged combat attacks. The wielder cannot be part of movement formations."
Stormwall reads:
"(Optional) At the beginning of your command phase, deal 1 pushing damage to the wielder. Until the beginning of your next command phase, figures within 12½ of the wielder can neither make nor be the targets of ranged combat attacks."
Now.. my question is, can I target wielders of those 2 relics w/ Rythael's Hammer, since I am not making a 'ranged combat action/attack'?

Hopefully someone else can clarify this, but my understanding is that it is "assumed" that you are making a ranged combat attack due to the, albeit poorly written, wording.
Since you do have to Target a figure, and then make an Attack, it seems to reason that you cant just have "attacks", but they must be either ranged combat attacks OR close combat attacks.
Plus, the fact that you replace your ranged damage value also helps to indicate the TYPE of attack.
If you are casting a Sorcery type spell and the spell itself does not state that it is a different type of action, then it is considered a ranged combat action.
