2.0 is somewhat more consistant than earlier sets. (though that's not saying much) They are around 28mm, which is what most every fantasy/sci-fi manufacturer is catering to these days. It's about 1/64 - 1/48 scale in modeling terms, not sure about model railroad gauges though.
Somewhere between 'S' and 'O' on your model railroad system.
And joyfully vertical and horizontal scales aren't the same.
I have found that is best to go with what looks good and not get overly worried about scale
The first few sets weren't too bad as far as scale went. (The orcs were a little too tall and beefy but I could live with it)
As the sets progressed it became obvious they weren't trying to achieve a uniform scale. Based on Rebellion the woodland sniper in Sinister would be 13 feet tall. :(
2.0 has been a little better for sizing but if you need the figures to be a certain scale I'd advise you look at them on a case by case basis.
Technically, 25mm is S scale. Practically, the industry has moved closer to 28mm. 28 mm was original called "heroic 25mm" IIRC. It looks like the current standard is herioc 28mm.
