He's probably Atlantean with a subfaction that let's him formation with certain other factions and/or says he can't formation up with other factions. As far as I can figure, Marz himself is Atlantean, but he is respected by the Free Armies, and he utilizes an array of warriors outside of just Atlanteans. So I figure figures with Marz's subfaction will come form all the other factions, but will be able to formation up with other figures from the Marz subfaction.
Raydan Marz is clearly not a mercanary so Oot9C is out of the question. I'm pretty sure he is Atlantean without any subfaction. He is very loyal to the ideal of the empire and would clearly return if Nujarek where out of the picture.
Currently he fights for his homeland Prieska which still is part of the empire. Any faction besides Atlanta doesn't make any sence.
I hope he is Atlantean. I always wanted the original Raydan Marz, but he was too expensive. I would love to have the new one, assuming he is Atlantean. :)
Actaully it once stated that he work with the Free Armies, and I have said this before, the Free Armies should have been its own factions, pulling random strength figures from the *, **, ** figures, but not all of them as they are a a smaller group. Yes it is highly elven but not all elven, I would like to see some non-elven scuplts in it, but under the current setup it is unlikey to happen anytime soon. Even the storyline says that the EL hate the Free Armies and after joining them they can't return to the High Elven cities, so they should be their own faction. Had this been the case this is where I would CURRENTLY place Marz, maybe if the story changed Atlantis would make sense but not now as it is Jeet right now which Raydan wants no part of, the only place he could fit now is as his own faction (even if it was an AE sub, as that would still fit, but AE in general would not)
