If I have a figure with Frenzy that is the passenger on a KI Chariot with Quickness, can I move the KI Chariot first using Quickness and then attack using the figure with Frenzy?
figures with frenzy must be given actions before figures without frenzy. Quckness requires a figure to be given an action, even if said action doesn't count against your total actions for the round.

IIRC, the advice that was given when this question came up was "don't put a passenger with Frenzy in a Chariot" You pretty much have to disembark them to do anything (unless everyone in your army has Frenzy).
I believe the passenger rules state that you ignore all of the passenger speed special abilities. This would include Frenzy. Therefore you would be able to give whichever actions you wish.
If this has changed, please give me the reference.
Fanger is 100% correct on this. Speed special abilities af the passenger of a chariot are ignored. This was confirmed by Sigma a while back on a thread I started on the official forums on the MK:Rules thread.
