what do the +1 on the rules mean please some one tell me !

That's from the advanced rules.

They are the range at which a figure gains its attack bonus.
It's on page 5 of the advanced rules.

"Some figures do more damage with certain color dice. This bonus is indicated on the attacking figure's base next to the (explosion) symbol; it also appears on the figure's tape meaure within certain ranges. If a die of the same color remains to do damage, and if the target figure falls within a range on your figure's tape with the printed damage bonus (for example +1), the damage bonus applies. Only one bonus is allowed per attack. If more than one die would gain a bonus, the attacker chooses which bonus to apply."

If you are playing a basic game with the rules that came with the figure, you ignore the numbers on the ruler(page 13). If you are using the advanced rules, which you can cownload from the WizKids site, they indicate the ranges where you gain a bonus to damage if you use that color of dice for an attack(pages 1 and 5).

It might not be a bad idea to read the rule books again;)

The advanced rules are far better IMHO, I would DL a copy and use those if I were you.
