It's an AOD starter set sent to venues for them to run MW demos with to try top gain players, etc... It's a promotional thing that should be given to players IMO (and that of WK), not sold.

all the wizkids stuff their selling are les, somebody probobly doesnt have any players anymore or are selling all the prize support

The contents are the same as a starter kit (I don't 100% remember if it had all the merc contracts, but I think it did). BTW, it also went to all active Battlemasters at the time.

Yup. its a basic starter with mechs,infantry,and vehicles. I think my venue holder still has a set from ages ago that was never used.

It's basically a starter set without the box. Our venue recieved a box of them, and our BM is probably going to hold a Mechwarrior "class" of sorts. You guys are right, these really should not be sold. What should happen is that they should be used in conjunction with the War College; setup both sides and play on the WC mats. Make the advertisement say "free starter set and Assault class mech with participation!"
