Can a pilot without the 'quad' symbol on their pilot card pilot a quad?

yes unless there is a bi-ped mech symbol under the pilot's restrictions

They however will not get the speed modifier unless the quad symbol is on the paddle.

And vise-a-versa ... if the pilot has the quad symbol and you use the pilot on a biped 'mech, then you do not get the speed modifier. Some pilots have both symbols.

Note that A. Raptis (the RotS LE Pilot from Firepower) is a great pilot for medium 'mechs, though his speed mode was errata'ed to Quad. Then again, a '0'/2/1 pilot for 23 is still worthwhile in any RotS medium 'mech.
