Xavier's Dream is that annoying Exodia type card. Its difficult to pull off though, so anyone who can do it deserves respect, IMO. Here's my idea, though I admit its risky. I made a deck which is in the Deckbuilder section based around this idea.
Gamma Bomb + Xavier's Dream.
If everyone dies during the combat phase, well, nobody's stunned at the start of the recovery phase so we get 1 dream counter.
Now critics are going to say "But Gamma Bomb is a turn 9 card!" True. Hopefully a player could earn a Dream Counter on an earlier turn. Also, we can make Gamma Bomb a turn 7 card, I believe.
Beast + Rouge: Power Absorption
If Rouge targets Beast, we then have plot twists costing 2 less to play. Combine this with plenty of Kevlar Body Armors, Personal Forcefields, and characters that can avoid attacks, and you've got a chance at pulling it off.
Now, I may be missing it, but if there is a card that could keep you opponent from removing Xavier's Dream, I'd be all set.

Rogue can only absorb Activated powers. So gamma bomb will come out on turn 8.
I have a near flawless turn 8 victory deck with Xaviers dream, but it doesn't use gamma bomb.

KO Jean to return all characters to their hands, and then you just discard a card and active Avalon Space Station to get Jean out of the KO pile and recruit her all over again.
Nobody can have characters out unless you want them too.
And most likely you can just sit back and whack away whenever you choose.
Plus if you have a few Brotherhood in your deck that just makes Avalon Space Station more effective.

I have a deck that gets all 4 cards out by turn 8 about 75% of them time, but its going to be hard surviving that long, need lots of Kevlar and Force Fields and high defense characters (like Blob) and luck.
I was thinking of trying "Doom's Dream." Unlikely Allies in concert with Doom's ability to search for his favorite plot twists and play them cheaper. Doom's Latveria and Beast's ability make Xavier's Dream a 3 cost card. X-Men are already hard to stun, and once you've got a counter or two on the Dream you can play it by ear. Doom also has the excellent plot twist Reign of Terror, that returns all characters with a cost of 3 or less to your opponent's hand. What's this? No stunned characters in play? Aw.....

Its too risky to try Xavier's dream without a way to stop all characters from getting stunned. If characters are in play someone will get stunned every turn.
Aside from that you misread reign of terror, you can return any number of characters with combined cost of 3 or less, not all characters with a cost less than 3.
It may be possible to pull off the turn 3 XD, but you would need five cards in play (beast, Kristoff or Dr. Doom:DG, Marvel Team up or Unlikely Allies, Latveria and XD) a very unlikely situation that you would get them. Though you can improve the odds with Boris, I don't think you will see XD coming out before turn 4 in more than half the games.
If you pull off Xaviers Dream in a multiplayer, would that be considered fair that you beat everyone? I'd imagine so as it would be a difficult task to get the third dream counter with 2 players, let alone more.
Yeah, a multiplayer Xavier's Dream win would require something like the Gamma Bomb combo or the Phoenix/Avalon combo to even give you a chance. Otherwise, your opponents attacking and stunning eachother would screw things up for you.
EDIT: Tested the combo out, several times. It worked in 7 of the 8 games I played, with an average of 12 lifepoints remaining for me.
