Tournament Structure - Both events are run swiss fromat with a cut to the top 8 with 60 minute rounds. The number of rounds is determined by the number of players.
Time - Doors open at 8 a.m. – Sealed Pack tournament begins at 10 a.m. SHARP. Constructed tournament begins after round 2 of the sealed pack tournament ends. Pre-registration is NOT required for either event.
Entry Fee - Constructed format: $20 / Sealed Pack format: $25 - Pre-registration is NOT required.
Player Eligibility - Players may not be simultaneously enrolled in both tournaments. Players must have dropped from the sealed pack tournament if they wish to play in the constructed tournament. Players may not participate in PCQs if they have already won an invitation to the Pro Circuit event for which the Qualifier offers an invitation.
Deck Registration
Constructed: In order to prevent cheating and ensure that you are playing with a legal deck, EVERY player must provide us with a legible copy of their decklist. You can do so on-site, or bring a copy with you. We will also have judges on hand to personally check your deck before the tournament begins. We HIGHLY recommend that you take advantage of this FREE service in order to avoid possible penalties later on.
Limited: In the Sealed Pack format, each player will receive four Marvel™ Origins boosters. Players will open the four packs, sort the cards alphabetically by team, and register all the cards on the checklist. The player registering the cards must also list his name on the registration sheet in the REGISTERED BY area. Players will be allowed 20 minutes to register card lists. All registered decks will then be collected and redistributed at random. Once cards and lists have been re-distributed, players then have 30 minutes to construct a deck of at least 30 cards. There is currently no side-deck in the Vs. System, so once the deck is completed and the decklist is registered and submitted, the deck must match this list throughout the entire tournament.
Prizes
Both the Sealed Pack event AND the Constructed event will offer a 1st prize of USD $250, and an invitation to the first Pro Circuit stop at Gen Con Indy 2004 . Sealed product will be awarded to the 2nd -8th place finishers in EACH tournament!
Side Events - Side events will be offered throughout the day.

Remember that the Marvel PCQ is two events - a sealed pack and a constructed. THe constructed will not start until later in the day, so you can start in the Yu-Gi-Oh event and if you do not do well, drop and play in the Marvel Constrcuted PCQ.

Please tell me this means that the pack of 4 cards will be collected after everyone has logged them on paper. The word deck is a little confusing. Not that I think they are essentially having the entrants make decks for each other (which makes no sense), but I did re-read that section a few times just to be sure.
By calling it a registered deck it implicitly means all the cards have been recorded on a checklist of some sort. In addition a few lines above that he specifically says.

The deck registration process will work something like this:
1) Four booster packs are passed out to each player
2) Each player opens the packs, sorts them, and records what cards are there on the registration form.
3) These cards are returned to the judging staff with the decklist.
4) Registered, but not constructed decks are then passed out at random
5) Players build their deck out of the cards they receive.
Has anyone explained why you have to drop out of 1 event to then join the next event yet? This seems to be something new that I haven't heard of- did it come from Yugioh games? I wonder where was this first started and I wonder why?
I'm use to events where they don't run 2 games at the same time.

Well, how can you play two games at once? The rounds would be going off at the same time. THere would be no way to physcailly play in both events at the same time.
Format change - based on feedback from other organizers we have changed the format from straight swiss to modified swiss with a cut to the top 8. The sealed pack tournament top 8 will continue with their decks and will not draft.
