I Think it is a Booster Draft Tournament and will only be availble to those that enter the booster draft tournament.

If they are only available in the tournies expect to see a lot of drafters/players get their cards and drop.

As far as I know, it will only be available in the Sealed pack and Booster draft tournaments.

If you enter the tournament and drop, you will most likely get a first round loss then be dropped from the tournament. Also, you will miss out on any prizes you might win in that tournament. DC packs are the prizes for the DC preview tournaments.
