On Dick Grayson, that's correct. He's a Teen Titan, so he gets the bonus.

I'm unsure whether Cyborg's effect will work in conjunction with Antarctic Research Base, tough since you're not recruiting the equipment Cyborg fished out you're equipping it directly to Cyborg.

You bring up interesting things with Cyborg. I thought it over, and here is my current stance. Antartic Research Base says when you recruit equipment. Recruit as in spending resource points. Now, even if its a 0 cost, you still pay 0 resource points, technically. With Cyborg, you're recruiting Cyborg with your resource points and his effect gets the equipment and equips it to him- no recruit involved.

I could be wrong, thats just the way I see things.

Latuki Joe, you're still recruiting. If I have Mr. Fantastic, Stretch on the field to reduce the cost of my Fantasticar to 0. it's still called recruiting. Therefore, you should be able to use Cyborg - Anarctic Research Base each time you recruit him.

However, I think it's just darn useful otherwise. Free equipment for recruiting Cyborg? Sure thing.

Cyborg doesn't say "Recruit" it says "equip". This is similar to Dual Nature/Dr. Light not recruiting characters. It doesn't meet Antarctic Research Base's trigger condition. It'd be cool if it did, but it doesn't.

You're not recruiting the equipment, though, you're just bringing it into play.

You bring the equip into play after spending resource points on Boost, so yeah, I think the equipment doesn't trigger ARB.

Which is too bad, because it would mean Stretch can't let you get a free Fantasticar for Cyborg. :)

You are not recruiting the equipment because you are not spending your resource points on the equipment you are paying a boost cost then the effect goes off. So Anartic research base will not work.
