if you were UDE, how would you fix up lucrious fox so that it fits the flavor and it dont suck and most of all, not broken?

I would decide nobody like Lucious Fox, and make a 1 drop Batman.

I imagine Lucius is like this so as to prevent situations like with Franklyn Richards or Alicia Masters (exhaust, ready with Cosmic Radiation, exhaust, etc.) I wouldn't consider him bad. You just need to keep him on the field for a turn and he pays for himself.

How can he both suck and be broken? In gamespeak, the two are polar opposites.
