I know you can activate oracle at the begining of the recovery phase but what about the end before the draw step after you have recovered your cards could you activate her again? Is there a chain there?

Not exactly. The next point where you can add effects to the chain (after the beginning of the recovery phase) is during the draw phase of the following turn. At the start of your Draw phase "Draw 2 cards" is added to the chain. You may then add any further legal effects to the chain. They would resolve before you draw any cards.

There is no end of <insert phase> step in this game.
Since Orcle's card draw power may only be used during the recovery phase your only opportunity is at the start of the phase as once all players pass on an empty chain, the rest of the phase is performed with no one receiving priority.
To be specific: Oracle must enter the recovery phase both unstunned and ready if you wish to draw a card using her power.
Yeah...2 judges at the Neutral Ground PCQ even agreed with me on this. Cards that need to be used in the recovery phase are allowed to be used at the end of the recovery phase too...in response to the characters being readied. Those characters would just be exhausted through the next turn.

This is incorrect. Triggers are put on the chain and then players get priority as normal. After both players pass on an empty chain without adding to the chain, they will not get priority again until the next draw phase. Next, they choose one stunned character to recover and the remaining stunned characters are KO'ed. Then, everything is readied and the game moves to the next turn. You CANNOT "respond" to readying characters.

All objects in play do indeed ready at the end of the recovery phase.
However, Medical Attention may only be played at the start of the recovery phase as no one receives priority once all players pass on an empty chain.
Rule 408.2 After all players pass on an empty chain, all players must perform the following set of wrap-up actions to end the recovery phase. No player gets priority while these actions are taking place, or between these actions taking place.
408.1 As the recovery phase starts, any powers or modifiers that trigger at the start of the recovery phase are added to the chain. Then the primary player gets priority.
408.2 After all players pass on an empty chain, all players must perform the following set of wrap-up actions to end the recovery phase. No player gets priority while these actions are taking place, or between these actions taking place.
408.2a Check all players to see if they are at 0 or less endurance. Any player at 0 or less endurance is now removed from the game unless all players have 0 or less endurance. If all players have 0 or less endurance, all players except the player or players with the highest endurance are removed from the game. When a player is removed from the game, all objects that player owns are removed from the game. Any effects that player controls on the chain are negated by the game rules. Objects that player controls but doesn't own revert to their last controller. Continuous modifiers from objects and effects that player controlled are no longer applicable. If only one player remains in the game, the game is over and that player wins. If more than one player remains, the remaining players play another turn.
408.2b Each player may choose one object he or she controls with the stunned characteristic. The primary player chooses first, then all remaining players make their choices in clockwise order. Choosing an object is optional. Each player then simultaneously recovers his or her chosen object and KO's the remaining objects with the stunned characteristic he or she controls.
408.2c Each player readies all objects he or she controls.
408.2d Modifiers with the duration "this turn" lose their duration.
408.2e The initiative passes to the person to the left of the current player with the initiative.
No one gets Priority to do anything once you hit 408.2 which is before players ready.
