First off when you attack you must exhaust the character who is attacking-correct and an already exhausted character can't attack-right.
Also concering team attacks must I exhaust everyone who is team attacking or no-example-I have friendly neighborhood spiderman, and Nova team attacking Doc.Ock(the shiny one)-now i know none on my team would be stunned but would spiderman and Nova be exhausted becasue I am declaring an attack.

Yes... any proposed attacker must exhaust (and be able to exhaust) to start an attack.

The timing is a little different because you would actually propose your attack first before you exhaust. If proposed attacker(s) and the proposed defender are legal, then you would exhaust the attacker(s) and start the attack.
