First off it probably is the cost to discard a card to flip a location up. When I used it most of my opponents were forced to discard a card or two when I had a couple of concrete jungles out.

Concrete Jungle:
Quote
Each of your opponents turns all locations he controls face down.
Ongoing: Whenever an opponent flips a location, that opponent discards a card from his hand.
When an opponent flips a location, Concrete Jungle is triggered and it places an effect on the chain which reads "~that player~ discards a card".
So the discard is an effect, not a cost.
If it were a cost, a player could not flip a location without discrading first.
but the effect is cumulative correct?
if i hav 2 Concrete Jungles F/u
my opponent would "have to" discard 2 cards
unless they had less then 2 cards in their hand
concrete jungle is good in a deck that runs ko or discard abilities.. ok you can rid your hand of cards to not have to discard for concrete.. but now you can't discard for sadistic choice or greater of two evils.. or say.. museum heist
