Just learned to play, get it, but a few things I don't know.
Didn't see these issues in the rulebook, or I didn't notice if they were O_O
A characters power(activate type) can be activated at any given time during either player's turn correct?
If so, when a fd character u control is stunned during ur build phase(due to electro, etc.) may u recruit a character of the same name that turn, since the character is stunned, despite the unique rule? If so, are both characters allowed to stay on the field from then on?
May u play plot twists(acrobatic dodge, spider senses, etc.) on opponent's turn in response to his actions/attacks, given u have enough resourses for threshold cost?

First of all, turn off the caps lock ;-) and second, that is not corect. When you recruit a character, part of the resolving of the recruit effect, the game checks to see if there are any other characters with the same name already in play. If there is, it places them into the KO pile. It doesn't matter if the are stunned or not.
If a character comes into play by some other means, then the uniquess rule is not checked and you will have multiple characters with the same name in play. Uniqueness is not checked when you recover a character.

Basically, Evasion. I have foud little explanation on this effect. From what I got out of UDE, it's basically that u can stun ur character and take it's recruit cost, now, what is this? During battle step? I assume it's a defense mechanic? That basically stops u from taking BEL? But of course if u had no otehr characters, u could be attakced directly? And how does this work as a chain? Opponent attacks you, and u just activate it?
What is Loyalty and how does it work?
Boost 1, 2, 3, ec. is there a difference betyween them? Do they do anything besides what's written about that?

Evasion is a payment power so it may be used any time you have priority.
It also generates an effect like any other payment power.
However, the stun is immediate as it the cost of generating a delayed trigger which will automatically recover that character in the recovery phase (assuming it's still in play).
Spider, you'd asked about Loyality and Boost.
Loyality is short-hand for the expanded text "You may only recruit this character if you control another character with the same team affiliation."
Boost is an additional recruit cost that you MAY pay in ADDITION to the printed recruit cost, to get the stated effect. So, if there was a character with a recruit cost of 1, and a Boost 2: effect, you could either pay one point to bring that character on-board, or pay three, and use the Boost effect. Boost is all or nothing, you may not pay part of the Boost to get part of the effect.
