Can Psychic Blast work with Ranged Combat Expert?

I'm thinking not...Psychic Blast is a ranged combat action & RCE is a power action, if I understand correctly.

You are thinking of Pulse Wave. Kang doesn't have Psychic Blast.

I wouldn't say useless. RCE is better off against Super Senses, as Psychic Blast gives you no benefit against SS. RCE is also better against Toughness, as the net damage taken will be one greater than if PB were used.

However, RCE cannot have damage Enhanced, nor can it have damage Perplexed, and so using RCE cuts off those options, which remain open for PB. PB and RCE are otherwise equivalent against Invulnerability, but against Impervious PB proves itself far superior by circumventing all aspects of the power.

They're both optional powers anyway. In Braniac's case you can choose which one you want to use during any given action.
