Ok, here is the scenario...

I play 2 Savage Beatdowns and then pass.. the reason I am cocky about this, is because I KNOW he's not running Overload and I also guess he has an Embassy in his resource row.

But before I really get to pass, he flips his Embassy, sort of in the middle of me playing my second Beatdown, saying "in response" (a side note.. this annoys me to no end.... I didn't pass so you don't get to "respond" yet...normally)

However, this is a Location flip, which doesn't use the chain. Am I legally stuck with not being able to play the second Beatdown, or can you flip Locations while your opponent still has priority. I thought you COULD flip them whenever you want, but now I am not sure.

Unless explicitly stated otherwise, no player may take any action while he does not have priority.

That includes flipping locations.

Yep. He can't flip that location until you pass him priority.

And I'm with you on the whole "in response" thing. We really need to get players in the habit of saying... "do you pass prioirty?". It causes some problems in matches because people will play their cards before they can legally do it, showing their plays and causing timing issues.

i am in the habit now of stating all my actions, for example:

"initiative passes to me"
"draw phase"
"my priority in build phase"
"i will lay down a resource"
"i will recruit XYZ"
"i will flip underground sentinel base and activate it"
"i will pass priority on the chain to you"
-pass back-
"the action resolves. i will flip over a mark v. i will bring the mark v into play"
"i pass the build to you"
