Now, we've all seen the new officall emperor Joker card.
But, I feel that some of those stats could have been a bit better than they were.
So, heres my take on that card, plus I'll even through in a few extra ideas as well.

Atk: 23
Def: 22
Flight/Range: No/No
Abillity: Discard one card from hand, and one card from resorces row.
Arkham innmates now get +3 ATK and get +3 DEF this battle.

Loyaltiy: If you controll any stunned Arkham innmates
they each get +6 ATK and get +6 DEF the next battles that they are in

Was Joker ever really emperor? If so, in what storyline?

Mr. Mxyzptlk was tricked into giving the Joker his power. Obviously, the Joker abused that power to no end by giving himself total dominion over Earth and crowning himself Emperor.

He managed to conquer Earth, turn the Justice League evil, and killed Batman every day in a new and horrible fashion.

It started in Superman #161 way back in October 2000.
