I declare a team attack with Garth, Terra, Roy, Hank, and Dawn on my opponent Professor X 7. He chains by activating to exhaust Garth. Since the attack was never legal, the characters remain ready, right?

Also, even if lets the attack become legal, he can still activate on Garth so I would take 9 damage, correct?

You would exhaust Garth then Check Legality. It would be an illegal attack since Garth cannot go through so you can do something else. Also you could have pumped Roy with Garth.

I'm no rules wizard by any means but I thought if a team attack is declared and professor X exhausts a team attacker the remaining team attackers still come into the target defender just without the aide of Garth. The Team attack is still legal if I read that right but someone please correct me if I'm wrong

I believe it's illegal supra because the cost for attacking is to exaust, and since prof. X made it so the cost couldn't be paid the whole attack is illegal and the characters don't even try.

so they get to try something else, and garth can try to chain his exaustion to something else (like to boosting roy) before the chain empties.

Yes. Keep in mind there is a difference between a proposed attack (when the characters are still ready) and an attack (where the characters have exhausted and have the attacker characteristic). If a proposed attacker is exhausted or otherwise incapacitated, the entire attack fails. If an attacker is stunned or removed from the field, the attack continues without the removed attackers ATK.
