Can you activate a Power even if the effect does not trigger?

EX: Tibetan Monks Act--> Give target Dr. Doom +2/+2 this Attack (paraphrase)

Can I activate this power if Dr. D's NOT in play?

No, you may not. The power specifies a target (in this case a target Dr. Doom), so to activate the power, there must be a Dr. Doom you can target.

EDIT/ADD: However, powers that do not require targets can be used/put on the chain, even if at resolution they would do nothing. For example, you could activate Micro-Chip's effect, even if you don't control a face-up Plot Twist with a cost of 1 or less.
