For purposes of damage calculation, yes.

For reference, you probably meant to ask about She-Hulk, Jennifer Walters; Jennifer Walters has a continuous power, which can be told from the "while." She-Hulk, Green Jeans is the 5-drop, and her power works rather differently. :)
