I already have the download for he vs. section and it has the vs. logo but it sill has the deck of playing cards not vs cards. What do I do from here

Now it sounds like you haven't d/led the patches for the images of VS cards...there's an Ultra Patch which covers them all or you can d/l them by set...starting w/MOR and ending w/the new starters. Gotta put those in the database before you'll be able to start seeing VS cards in there.
