no, first you seem confused about the meaning of power-up.
Ok first off power-up means to discard a character card from your hand with the same name as a character you control to give them a +1 +1 bonus for that attack.
Danger room is not a power-up.
lost city only works once becuase the +3+3 replaces the power-up. it says instead they gain +3 +3.
When your team-up is active, all your characters count as both x-men and brotherhood characters.
Therefore, all your front row characters will have +1 ATK
All your Support row characters will have +1 DEF.
This is not a power up
If any of your characters would become powered up, they get +3 ATK and +3 DEF for that attack.
You can power-up a character more than once though, can't you? Wouldn't that mean that if you tried to power them up twice, instead they would get 2 +3 +3 bonuses?

this is incorrect you can only get the lost city bonus once it reads
f a Brotherhood character you control would become powered-up, that character gets +3 ATK and +3 DEF this attack instead.
the instead cancels the power up so if you power up again then the same thing happens and you end up with only +3 +3 regardless of how many power ups u use
That's incorrect. Just as multiple power-ups can give you multiple +1 ATK/+1 DEF modifiers, Lost City can replace a number of power-ups with multiple +3 ATK/+3 DEF modifiers. I'm not sure where in Lost City's text you're finding an implication that the replacements would work any differently.
But In the rulebook it doesn't specify what a power up is it oly says giving a character a +1 +1
then how are called whn you use a plot twist on a character???
pumping a character is not given a name, it is simply playing an effect.
a POWER-UP is a keyword mechanic, other effects refferance it. such as red star. and a POWER-UP is defined by the rule as discard a character from your hand to give a character with the same name in play that you control +1/+1 for the attack.

Hero Complex is correct. Lost city replace each 'Power up' with +3/+3. So If I discard Toad to Power up Toad, then Toad will get +3/+3. If I discard a second toad for a power up then it will get replaced again and Toad will gain an additional +3/+3.
Zerohart - if you look in the Comprehensive Rules Doc from UDE (not the little quick start rules book), it gives a much more detailed explanation of the Power up game mechanic. As for other effects that boost the ATK of DEF of a character, there is no specific term for it. Typically you just state that the character gains +X ATK or +X DEF
It only works once per power-up, of course, as you can only replace an event once. But it also works once each power-up, as there's no reason Lost City would treat your second discard any different than your first.
The ruling you heard probably referred to having something occur like having multiple Lost Cities in one's resource row (as through using Relocation or the 8-drop Ra's). Since each tries to replace the same event, only one will actually get to replace the power-up. Once one does, the power-up no longer exists for the other. This same sort of logic explains why Lost City can't work nicely with T-Jets or the ESU Science Lab.
