my question is about drawing. When your opponent draws a card and you control night vison he reveals the 2nd card before he draws the 2nd card. Is there any way you can use manhunter clone's abilty in response to the draw of the 2nd card if you really did not want your opponent to have that card.

1. No, that isn't true. The end of match procedure that determines who wins/loses the game after time is called is tournament policy and overrides game rules.

2. No. Whilst cards are drawn one at a time (and both cards are revealed), there is no priority point in between where you may play an effect.

To state it more accurately, tournament rules do not take game modifiers into account. It is not a matter of overriding game rules.
