I doubt you could consult it during matches. I know you are allowed to write stuff down (Longshot misses, etc), but this is bringing prior information.
You can take any notes you want during a game, but your opponent is allowed to look at them.
However, you can't bring information into the game before it startes. Once it starts, you can write down costs of Plot Twists as they appear in the game, or even just write down stuff you suddenly remember.
Actually, I haven't seen any reference in any policy documents stating you can't bring notes to a tournament and have them there. Its just assumed from Magic I think. If someone can prove me wrong, that would be great.

I think that bringing notes and documents isn't a problem, but taking to much time to read through those documents would be. I imagine that you wouldn't be given very much leneancy as far as "stalling" from the judges if you trolling through a book while playing.
at any point during the match you can ask a judge for the exact wording on the effect of any card even if its not in play, or any other of thats cards information such as cost as long as you either know the name or can describe the effect precisely enough that the judge knows which card you're referring to
