Question: What is the best/proper way to complain?
Basically the story goes that at my area the PCQ in April is Golden age despite the format is suppose to be marvel modern. When a group of my friends complained about this we where brushed off by the administrator and the explanation given was that the majority of the players didn't want to play MMA since they where all pretty depedent on decks like GLOCK. So what I wanted to know was can he really do this? What would the best way to complain about this be.
Also what is strange is that a friend of mine is setting up a MMA tournament of his own but it will not be sanctioned. Does this seem odd to you we have to resort to this? Thanks for any thoughts and ideas.
Since I'm not sure who in UDE to email, posting here's the best start, really. Since many Upper Deck employees peruse the site, there's a good chance one will glance at this thread. It's also possible that someone else might have had a similar situation and learned the answer of who to contact. I'd suggest checking the policy documents on the UDE site, just in case something specifically relevant happens to be in those.
Tournament sanctioning might mean something else to you, but my understanding of the term requires only that you have the following: level 1+ VS judge(s), a level 1+ TO, Mantis software, and some prior notice (1 week minimal, 2 weeks optimal). This will count for the ratings points, but you're not running your own PCQ or anything at that level. PC points are much harder to get.
So what should I do in the mean time? Just wait? It's strange to prep for GA with all the talk of MMA about. I have to try and beat GLOCK all over again I bet.

Now that wait is a real shame, when I ran M:TG tournies I could sanction them on the spot and run a tournie every rime I had the rquired eight players wanting to play.
PCQ sanctioning is different than normal tournament sanctioning. I can sanction a tournament that has at least 4 players (the minimum number needed for a tournament). However, I can't just make a PCQ appear out of mid air.
PTOs have specific responsibilities and obligations with respect to PCQs. The format is determined by UDE. If the PTO is not following the guidelines set forth by UDE, I would send an e-mail to [email protected] and [email protected] apprising them of the situation.
It doesn't matter if the players "want to play GLOCK". The format for constructed PCQs from now until the weekend of June 3rd are all Marvel Modern. The PTO doesn't have a say in that.
At least that's my understanding having been the event manager for a dozen or so PCQs.
On a slight tangent, and picking up from something Docx just mentioned, can a LVL1 TO spontaniously sanction a non-premier level event or is that a privalage of LVL2 and higher?

If you are a TO and have MANTIS and an internet connection, you can get sanctioning number at any time.
DocX and Fatalsync have accurately replied to the two concerns of this thread.
1. PCQs must follow the formats that we establish at UDE.
2. Anyone who is a TO and has MANTIS can sanction "on the spot" and directly through the MANTIS software, without using a web interface (this is better than what you have used, The Waylander) :)
I have contacted Zyx privately and will address this situation once I receive a reply.
Thanks a lot for the response guys. I was just curious on the whole matter. So if they really want to do GA then they can hold their own sanctioned tournament anyway, just with no PC points at stake. That makes a lot more sense to me.
