He offered money to his opponent to concede. The opponent said no. They played. The player next to Lao called a judge on it after the game. Lao was DQed.
I was unaware that we were supposed to police our neighbors games. Did the person sitting next to Bulk just not want to have to face him the next day. Waited to see if he made it, then when he won, call over a judge.
And don't get me wrong I thing Bribery is wrong, I think we should all play by the rules. But I think very often peaple manipulate or selectively recall the rules when / how it best suits them. Which would be at least as immoral as Bribery.
Look at it this way. If the guy next to them said nothing, you moves over to the two in the game. The person doing the cheating is not going to say anything, and if the other person is not scared and comes forward it looks like they are a sore loser trying to make up for a lose, and it comes to "he said / he said"
With an outside source, then there is backup for what happen.

Not "police." But it is your responcibility to notify a judge of rule infractions.

And doing so is wrong. But the player who reported it did the right thing. NOT reporting it would have been the wrong thing, and manipulating the rules.
The important thing to remember:
Bulk Lao was wrong here. He was the only one who did the wrong thing.
its not always cool to selectively call a rules infraction when it suits someone, but if you don't want to get called on it, then don't commit the infraction.
as for me personally, if i knew someone were cheating, i would want to stick it to them (legally) as hard as possible.
therefore if i were in this hypothetical situation (made without regard or actual knowledgeof the "situation" in question) i would have acted in the following way, which i feel is quite reasonable.
Say I'm 6-2, with a win guaranteeing me a next day appearance at a 10k and CASH. At the table next to me, the people are in the same situation and there is a well known player(not that it matters if they're well known) who just attempted a bribe.
I've heard it but I"m not sure what to do, But i know this guy is a cheat, but I know its more important to deal with MY match first, without getting tangled up in testimonies and judges before I play my final and CASH match.
So I report him after my match, regardless of the outcome of the other match. If he won, good, then he just got dq'd and cost himself a some cash which he would have had anyways. If he lost, then his bribe offer was more warranted and his cheat attempt was even more serious.
Does this seem so unreasonable? I don't think so. It's not like he took his knowledge and attempted to blackmail people or something. He just played out his own match then reported the incident.

Pure speculation, and meaningless to talk about, and will only hurt the reputation of this unknown player.
Either way, the RIGHT thing to do was to alert a judge to a rules infraction.
I've always been hard-wired never to be a tattle-tale, so in all honesty, I probably wouldn't have reported it, but thinking this situation through it makes sense. What Bulk did was cheating against everyone in the 10 K who had a chance to make Day 2 based on their own merit.
