Problem with VSed

I just downloaded VSed! version 4.0 and I get the following error message:

VSPlayNET.exe - Application Error

The application failed to initalize properly (0xc0000135). Click on OK to terminate the application.

I have been unable to get VSed to start on my computer. Any help would be appreciated.

Usually that's the MDAC/.Net updates that cause that error.
