Can someone explain to me the changes for this card. I do not see how it changes the KO-pile characters from being recruited. So now you must pay 2 END to 'recruit' it?

Witching Hour was changed because of unintended interactions with the new press mechanic. Now the cards are no longer recruited if you don't pay the recruit cost.

New:
As an additional cost to play Witching Hour, pay 2 resource points. <p> Choose any number of Underworld character cards in your KO'd pile each with cost 2 or less. During your recruit step this turn, while each of those cards is in your KO'd pile, you may recruit it, and it has "Pay 2 endurance >>> Put this card into your front row. Then, if it's unique, put each other unique character you control with this card's name into its owner's KO'd pile."
Old:
As an additional cost to play Witching Hour, pay 2 resource points. <p> Choose any number of Underworld character cards in your KO'd pile each with cost 2 or less. During your recruit step this turn, for each of those cards, you may recruit it from your KO'd pile, and you may pay 2 endurance rather than pay its recruit cost.
No, the whole point is that you aren't recruiting the characters. Witching Hour now gives you 2 options. You can either recruit anyone from your KO'd Pile, paying the resource cost, or Pay 2 endurance to put the character in the front row.
