Why is there no willpower in Marvel except for Dr Spectrum? Are they trying to keep some mechanics mostly brand specific? Did they give it to Spectrum because he is an homage to Green Lantern? Why don't Marvel mystics like Dr. Strange and Scarlet Witch have it?
Alot of what the WILLPOWER mechanic was originally defined as was the mental capability to generate constructs. Willpower is used to create big green boxing gloves and holograms. Obvously, that has changed and now has taken a 'magical' feel as well.
I think the main reason is because there are no Willpower key-worded plot twists and locations in the Marvel sets and so it doesn't make alot of sense to add it. That's bound to change in the new sets (Marvel Teamup and Worlds Finest) since they're trying to bridge all of the prior sets with these releases.
Willpower is the 'mutant' of DC so to speak. Spectrum getting it is a nod to his being the "Green Lantern" of the Squadron Supreme.
So far the three types they've given it to are:
(a) Will based constructs ... people that need to concentrate to create objects basically ... not sure about Klaw, he might fit the bill ...
(b) Mental powered characters ... however giving someone BOTH the Mutant - Mental trait and willpower would be redundant. Non-mutants perhaps. However ... how many of those are there?
(c) Magic people ... again, Scarlet Witch is a mutant with magic-like powers [depends on the situation].
With Dr. Strange and Underworld in the next set, there could be some sort of willpower there. They haven't actually 'revisted' willpower much outside of JLA ... they've given it to assorted characters, but there are really only 4 teams that have willpower themes, GL, EE, Antimatter and the JLA. [Guy Gardner counts as a GL character, and is the only JLI character that really pushes the theme] Even Shadowpact has nothing that directly references willpower.
A better question is where are the good legacy Constructs and Magic PTs.
I don't care that none have appeared in Marvel, the fact that constructs and magic were pretty much contained in their set is a big downer for anyone trying to use those teams. (GL set teams and Shadowpact respectively)

I agree with this both from a flavor point of view (plenty of marvel characters with exceptional willpower/mental power/ability to create construct like things) and from a game play point of view (as willpower does nothing in itself, the mechanic's usefulness rests solely on the cards that reference it and the more of that the better).
On the other hand, I personally find all these reference only mechanics such as willpower and traits, while full of flavor, not interesting at all from a game play mechanic point of view. They should be something else than just a number or a keyword to be referenced.
It is strange how Invisible Woman doesn't have Willpower. She's been fighting world destroying creatures for over thirty years, is a mother, and can pretty much create constructs.
Does the term "willpower" even come up in the Marvel Universe? I know in reference to Green Lantern comics that "willpower" is a thing of discussion. Are there any DC characters that could be considered mutants? Solomon Grundy could be a type of Mutant.
