Cut Killer Croc in favour of 2 more Scarecrow. He's better in pretty much any situation.
I've always preferred Bat's Belfry for the exhaustion in an Arkham deck over Fear and Confusion, but it's obviously up to you.
Arkham really needs to be able to attack any character it wants whenever you are in control of the initiative, so I think Flying Kick and No Man Escapes The Manhunters are really good picks for them. Maybe reduce the count of Beatdowns, Smiles, and Kidnapped?

Hmmm, you really rather run the new riddler than Poison Ivy - deadly rose? is it an issue of availability?
I'd consider running 4 x poison and 2 x the hatter (serves as alternate turn three play, where you steal their two drop with hatter then ko it to Ivy)
then run 4 x charaxes
4 x joker headline stealer
1 x hush
The reat of your count is pretty reasonable.
Also, you may do well to consider running Amadeus arkham if you can't run ivy, he helps for obvious reasons.

I'd recomend replacing the 4-drop Joker's with Man-Bat.
If you are tutoring with Mobilize, you want either Hush or ManBat. Man Bat turns into a massive beat stick if you have stunned even one character on the board in a previous atack
Definitely suggest Sucker Punch. 3 for sure since you only really need it for your initiative. It's definitely more important than Crushing Blow.
Forget Man-Bat. He's not such a beatstick. Think about it. What's the most he'll really get? 11/7 MAYBE. More likely he'll get to 9/7 and that doesn't do much. Joker is 8/7 no matter what, and his ability is actually pretty useful. Hush is usually the best 'cause he just jumps in and screws your opponent up for the next turn no matter who has the initiative. Maybe an even 3/3 split of Joker and Hush.
Poison Ivy is freakin' awesome at 4, but the problem is she's also amazing at 2. The thing with the two is in a curve deck I don't see killing your own guys too much with her, so maybe go with the 4 cost and cut Joker for her. The 4 cost is just too good against swarms and stuff.
The problem I have with Arkham is since no build really works I can't really settle on almost any card as a guarantee to be in it.
The essentials I would list are as follows (for a more conventional curve-based exhaustion themed deck of course):
4x Scarecrow, Fearmonger 'cause he's just got good stats and his text is great and even more relevant with all the additional cosmic characters.
2-3x Two-Face, Split Personality 'cause he's freakin' huge and his text is amazing.
3-4x Smiles, Everyone! because turning any stun on an attack into a kill is great
3x Sucker Punch is just amazing in this deck.
Kidnapping, believe it or not, I'm not always sold on 'cause I've played without it entirely and Smiles made up for it quite nicely. Sure I don't get the card draw and I don't get to screw up their draws, but it's nice and neat without exhausting anyone of my characters and has the same effect of removing a character from the board. In my last Arkham build I ran 3 Kidnapping and 3 Smiles, and they were for opposite initiatives. I usually Kidnapped on their turns and Smiled on my own.
Flying Kick and No Man are pretty much auto-includes too, for the reasons I've stated above.
I'd also say 4x Mobilize as a must-have, but I don't even have a single copy let alone four. I've been playing Arkham since Origins so really I think in terms of it not existing. It may as well freakin' not considering the price. I can't believe they made it a rare. I mean, I can, but it really is just cruel. That's the only word for it.
You can't wait just one more set til arkham comes back and is actually decent?
No! Arkham may not even be decent then, and we want to play with all the great characters now! I mean, their cards generally suck, or at least don't synch up for a solid strategy, but we're talking the freakin' Joker! Two-Face! Scarecrow! Killer Croc! Harley Quinn! Poison Ivy! Mr. Freeze! How can you NOT want to play them?
Why is it that nobody runs Glass Jaw or Sonic Gun anymore? I am just curious.
Sucker punch is a godsent if played in an "exhaust you" deck. Oh, and if you don't mind breakthrough, play Puppet Master or team-up with Fearsome 5 for Shimmer on inish.
