How does one go about setting up a HL? The reason I ask this is because my local comic store is in the process of closing and with it any hope that they would order the HL kits and organize the events(they never really premoted the game anyway, they were more into magic and raw deal).
I also would like to know... because I know at LEAST one store that would allow us to run a HL... but nobody, not even the people who have direct contact with UDE, know how to go about doing it.
I have been planning to do an article on this for VSP for about a year. I actualy did this around the time of Avenger. I don't own a card/comic shop or anything so here's what to do if your in the same situation
1. Go online to the UDE site read the policy documents so you know what our getting yourself in for.
2. Find a store that sells the cards and doesn't have its own hobby league. Ask them to support you. This doesn't cost them anything. UDE just prefers to send the promo packs to a shop. and get them to write down thier Full Name, Shop postal Address and Shop Phone Number.
3. Go online to the UDE site and take Level 1 Tournament Organizer test and the level 1 Judge test you haven't already. It'salso worth while taking the level 1 Player management test
4. Your local head of Organised play or one of thier people should contact you in about a week. If not Ask around or E-mail/phone you local (by local I mean your countries) UDE office and they should be able to send you in the right direction.
5. When you have got in touch with them They'll ask you if you want to run a hobby leage and send out your first pack including the Mantis Software you need to run a tournament.

EDIT: Anyone feel free to PM about this As I;ve done it once and Since I might be moving in the next couple of weeks I'm looking at doing it again.
It's my understanding that UDE often requests a photo of the in store area in which VS will be sold, for verification purposes (so people don't just order kits for themselves and/or sell them online), but this should be easy to obtain from any store that agrees.
