If my opponent activates fate's tower to transfer equipment to a 2 drop, and in response, i stun the 2 drop; does the equipment stay on the original char or go to the stunned char?
Equipment can never be transferred to a stunned character; if you check out the Transfer glossary entry, it's one of the stipulations there. If you ever try to transfer equipment onto a stunned character, the equipment stays where it is instead.
But keep in mind that Dr. Fate's Tower doesn't target, so your opponent hasn't made any decisions yet about who he wants to transfer to or from. Only when the effect is resolving does he pick the characters involved; you've stopped him from transferring to the stunned character, but not necessarily from transferring at all.
He has a 1 drop, 2 drop, and 3 drop. The artifacts are on the 3 drop. He activates Fate's Tower. I stun his 2 drop. Does he now have to move them to the 1 drop? Or can he target the 2 drop and they stay where they are?
You can still pick the stunned 2-drop if you want, in which case Fate's Tower will try to transfer and fail. Of course, you could also try and transfer from the 1-drop to the 3-drop, if you wanted, for the same result.

If I recall reading a previous post from you or Togorian, another example would be if 3 drop Black Panther, KOW gets stunned in response to his search the deck for an equipment effect (like getting stunned by Terra), then the equipment stays in the deck.
That'd be right. Possibly more commonly, that's what happens if you try to grab an equipment like Decoy Program with Black Panther's effect; you don't meet the equip restriction, so it never leaves the deck.

Very true---for recruited equipment, anything that would prevent you from attaching the equipment makes your target illegal. Illegal target means the effect is negated, sending the equipment card from the chain to the KO'd pile.
