I can't seem to find a clear answer to this question, but I know you guys will know the answer so here it goes.

Flame Thrower says: Exhaust equipped character -> Target player loses 5 endurance. Use this power only once per turn.

Ok so if I exhaust the character and burn for 5 and then I use the ability on Mr. Fantastic:
Pay 2 endurance -> Transfer target equipment you control to an unequipped Fantastic Four character you control.

Can I now use the Flame Thrower on the newly equipped character?

Is the use this power only once per turn "remembered" by the character or the flame thrower? Does any of this make sense?

Unfortunately, nope.
Otherwise the cosmic flamethrower deck would be more popular than the cosmic advanced hardware one. ;)

Flamethrower's limitation restricts it's use by any character to only once per turn.

(It specifically doesn't give the equipped character the text "equipped character has" so as to avoid reusage.)

Compare Flamethrower with a card like Advanced Hardware.

Advanced Hardware gives the equipped character a payment power, whereas Flamethrower actually has its own payment power. Which means Flamethrower's power stays constant, even if you transfer it; its the same power, so it remembers if you've already used it.

If you recruit a new Flamethrower it can be used the same turn as another Flamethrower, BTW.
