If I Witching Hour a Silver Surfer, Skyrider of Spaceways back into play does he get his counter?

If I recall correctly, doesn't Witching Hour have some type of errata attached to it? I was wondering would this errata prevent SS from getting his counter.

when a character with Cosmic comes into play non-stunned, it comes into play with a Cosmic Counter, with the exception of Cosmic-Surge and Parasite. it doesnt matter how they come into play, as long as they come into play non-stunned.

so if you witching hour into play a cosmic character yes it gets it counter.

the errata to witching hour changed the pay 2 END into a come into play effect instead of a recrute effect.
