Okay, so Devil Slayer says this: Whenever Devil-Slayer enters combat, you may reveal the top five cards of your deck. Remove all revealed plot twist cards from the game and put the rest on the bottom of your deck. You can play those removed cards this attack.
The question of threshold came up in a recent discussion. Devil-Slayer doesn't say the typical 'you may play' for his effect. He specifically says 'you can play'. Can allows permission, as opposed to 'may' which allows opportunity.
Does Devil-Slayer allow a player to cheat threshold to play plot twists?
I originally said he did not, but re-reading his text sure makes him sound like he can try to. Sure, he doesn't allow a player to cheat things like Team-Stamping for targeting, but does his tiny inclusion of 'Can' instead of 'may' allow him to use an Armageddon on turn 5 instead of turn 6?
The 'may' is there to designate that while the cards are not in your hand or in the resource row, you are able to play them. Additionally, it reads 'may' to clarify that you don't 'have' to play them. Obviously, there might be reasons why you would not want to play some of them.
The important part of the effect is the word 'play'. To 'play' anything, you have to fullfill all costs, threshold requirements, and be able to complete the 'playing an effect' chain of steps (targeting, modal choices, etc . . .)
So the final answer is, "No, you can't cheat the threshold requirements and play a Devil-Slayer revealed Nega Bomb." (That is unless you recruited enough Kree or it's turn 16 anyway).
