Do the 3 characters put into the KO'd pile have to be different characters? For instance, if Technarx was in play, then KO'd during the combat phase, then brought back by his effect, KO'ing a 2nd character, then KO'd again to another effect chained to The Enemy Within, would that count as 3 characters put into KO'd pile from play, even though only 2 different character cards are in the KO'd pile from that turn. I'd think so, since he counts as a character each time he's KO'd, so he should fulfill this effect I would think.
I'm not sure if you can chain to The Enemy Within (like say by KO'ing him to Die For Darkseid), but even if you can't (which I don't believe to be the case), I still need to know if it has to be three different characters for the effect. I believe that the rule is once they are in the KO'd pile, they are character cards, not characters, so the game would "forget" the previous Technarx, making the new one a different character, while still the same character card. Just curious, because it makes a difference regarding consistency of The Enemy Within non-sense.
When a character changes zones, it becomes a new character, so KO'ing Technarx, koing someone else for his effect and then KOing him again would be 3 distinct characters getting KO'd
Any time a card changes zones, it is no longer seen as the same card. So, fortunately for The Enemy Within, those 3 KOs you're talking about are technically 3 different characters.
Unfortunately for The Enemy Within, you need to have already met its condition as the recovery phase starts; if you haven't, the power never even triggers. The condition is called a double-check, which means it's checked at both trigger and resolution. At least three characters need to be sent to the KO'd pile by the time the combat phase ends.

I thought you could choose the order of your effects if they are "at the start of X phase". Technarx's effect happens then as well, so if his effect resolved first, wouldn't The Enemy Within's requirement be met?
That was my take on it, though if all the effects trigger simultaneously, and you only choose order of resolution, The Enemy Within would never trigger, correct? If this is the case, at least I see why. (stupid Technarx!)
All start-of powers trigger simultaneously, giving you the choice of what order to place them on the chain, which in turn determines the order that they will resolve. But The Enemy Within will never even trigger if it's condition isn't already met, so you never even place an effect from it on the chain.
The same is true for cards like Xavier's Dream---evaded characters are still stunned at the first conditional check, and the power can't trigger.
Ongoing: At the start of the recovery phase, if three or more Doom characters were put into your KO'd pile from play this turn, you may put one of those cards from your KO'd pile into your front row exhausted. If you do, remove from the game all other character cards in your KO'd pile that were put there from play this turn.
You can still order it, but the reason why The Enemy Within won't trigger if they weren't KOed when the as the recovery phase starts is because the underlined condition goes to the trigger, not to the effect. So (breaking the text into it's 3 main parts) it's not Trigger (1) -> Conditional (2) effect (3) it's Condition (2) -> Trigger (1) -> effect.
