The goal is to take evens and stun their board on 5 with wally and 2 "the order", then attack to the face and clean up on six. It works, but I'm certain there are better cards for it, this is a quick version I threw together when I had the inspiration, so any and all help would be greatly appreciated. ;)

Can you explain how on turn 5 Wally won't be stunned after he activates? most 3 drops now have 5 atk and 4 drops have 7 so he can stun at most 1 character because his low printed def

The idea is to activate Wally and chain The Order on top of it. In other words, you place multiple activations of Wally in the chain and when it resolves, he may stun in the first (last in chain) activation, but all the others are also resolved...
Unfortunately the deck needs a more reliable drawing engine to make sure it hits the team-up for loyalty as well and 2 copies of the order by turn 5.
Where's the Frankie/stranger draw through your deck abuse when you need it?.....Oh yeah, banned because it was in decks that killed long before turn 5.....lol
WooT!!! Flash Abuse!! I've been trying to come up with something tho use him with.. Thanks.. I'll see if I can tweek a list out later..
oh and as for draw engine..
Speed Queen+Ego Gem=2 Cards per turn.. and gives you access to Darkseid stuff,
Yeah, I've been leaning toward either her or quicksilver (with the great refuge). The downside is that it would water down the loyalty and backup character counts...(needing to hit the team up by turn 5 build, as well as have some abusable back up characters other than wally).....
Another version, this one runs jackknight for extra card draw as well as valentia vostok in case I expect to see a five drop with higher defense than wally's attack.....I couldn't think of an easier, better defense dropper outside of combat...
Plastic man's just there because he's plastic man..... and to slow the game down a bit, and usually will get subbed out as soon as I've drawn a team up.
mind gems are there so I don't need to exhaust a backup ability I want to use (ie. iceman to slow the pace etc.)

Assuming their 5 drop has 9 or less defense, and you've drawn 2 copies of the order, you can stun their 5,4 and 3 on their initiative, before they get to attack. It's not a insane, but it's janky, fun, and abusable. ;)
Instead of doing this with Defenders / JLA, do it with Defenders / Speedforce. You could drop XS on 3. I hear multiple attackers are good in Marvel Defenders. ;)
Oh! And Silver Surfer, Earthbound on 4 to help ensure that there's a cosmic counter for XS to abuse her multiple-attacks with. Plus, after his counter is gone, you can always sub him out.
Seriously, I'd go Defenders / Speedforce with this. JLA isn't really giving you anything, and on top of that ... it's a f'ing Speedforce deck! :p
