2 drop - Silver Surfer Being able to find you a card every turn is insane.
3 drop - Air-Walker A high defense with the ability to exhaust someone.
4 drop - Dr. Doom He's all contol
5 drop - Red-Shift Being able to remove your opponents higher drops? Awesome.
6 drop - Firelord For being able to boost your ATK with a card discard.
7 drop - Psimon Since DCR locking out my opponents low cost cards as been a hobby of mine.
8 drop - Apocolypse How can he not be great, taking away 2 resources every turn.
9 drop Galactus He might as well say you win the game.
1. Ape X - He's splashed everywhere for a reason.
2. Puppet Master - Still the best there is, at what he does.
3. Ahmed - More versatile than Harper.
4. Doom - No explanation needed.
5. Garth - 5 is a weird drop...not much power here.
6. Bastion - By default, most games don't go to turn 6 anymore.
7. Amazing Spider-Man - No explanation needed.

1. Alfred Pennyworth - Everyones favourity butler! "Shall I fetch the shotgun sir?"
2. Deadshot, Flyod Lawton - Hehe, no more Ahmed!
3. Lex Luthor - Nefarious philatrpist (That is so spelt wrong) "I can draw 2 extra cards? AWESOME! Wait...what only one plot twist? Dammit!" My brothers first reaction to him after DJL came out.
4. Uhmm, I dunno, I'd say Doom just cos he is the only great one that comes to mind.
5. Garth - Ko pile recursion is fun!
6. Sub Mariner - I get bigger and bigger and bigger...
7. Galctus - Yum.
8. Captain Marvel - An I win condition?
9. Galactus again - Gotta love an I win condition
10. Mageddon - Cos he was the first 10 I ever pulled.
1 Editted to change: I forgot entirely about Mxy! Damn. I really like Multiple Man, but there's no doubt - Mxy is the man, here.
2 Franklin Richards. He's everywhere, and it's justified - the kid makes many cosmic decks tick.
3 Ahmed. Like Richards, he's everywhere, and despite the drawback, it's worth it. He makes location-based decks work.
4 Doom. I wish I could say otherwise, but he's still the king.
5 Deadpool, Merc with a Mouth. Without Dual-Loyalty, he would be ridiculous. With it, he's one of the most fascinating control cards in the game.
6 Dr. Light. Yeah, dropping him on 6 isn't always great - but even on 6, he can be pretty good (if you've kept up a sizable board), and if you wait until 9, a feat that isn't all THAT difficult most of the time, he's an absolute bomb.
7 Carnage, Symbiote Surfer. The Carnage/MK Spiderman combo is brutal. You keep the counter on Carnage, and you can effectively just say 'I win!' right there.
8 Mon-El <> Valor. Weird choice, I know. But, I've seen him played, and I've played him. And a board-wide +10/+10 (the average amount I got)? Yeah, the game isn't going to turn 9 unless combat is just flat-out skipped.
9 Mysterium. If someone attacks with Mysterium and can blow reinforcement (and they probably can, if they're playing Mysterium), then they win. It doesn't matter how many characters they have, or how much life. Mysterium...wins.
3 - Ahmed Samsarra - Reuseable, hidden, beefy location search. (Runners Up: Air Walker, Dr. Doom, Christopher Smith, Roy Harper)
4 - Dr. Doom, Diabolical Genius - Still the best after all these years, with access to the best control cards in the game and an ability the hinders everything except reservists he's the man. (Runners Up: Prof X, Headmaster; Spider-Man, SSM; Terra, Hellboy, Merlyn, Sam Parrington)
5 - Emma Frost, FoF - Plot Twist reuse is ridiculous. (Runners Up: Red Shift; Sunfire; Garth; Power Girl; Scarecrow, PP)
6 - Terrax - Non-activated out of combat stuns, ftw. (Runners Up: Sinestro; Gorilla Grodd; Dr. Light; Jean Grey, Genis Vell)
7 - Spider-Man, The Amazing Spider-Man - Exhausting your opponents entire board is good. (Runners Up: Deathstroke (DCR), Lady Shiva, Psimon, Hulk (MTU))
8 - Jean Grey, Phoenix Force - Completely wrecks everything. (Runners Up: Ghost Rider, Captain Marvel, Dr. Doom (MOR), Silver Surfer)
9 - Galactus, Devourer of Worlds - Does what 9 drops should do: end games. (Runner Up: Onslaught)
10 - Imperiex - If I could, I would say he is the best 9 drop too. Especially with Jean Grey. (Runners Up: None)
Interesting. Take the following list with a grain of salt, for I am a mediocre player at best. Salt lick probably, maybe even a statue of salt. Dunno. Also, I decided to, whenever possible, pick one character from each set, and then choose from all of them. Except for DLS, which I'm thinking will be tough to choose from at least in the early drops.

I think Blue Beetle is the best of them all, as he is versatile in so many decks, now that equipment has risen up to its potential. As a pro might say, he's a 2/1 for 1 with range that has a relevant (reusable) ability that isn't team stamped in any way. What's not to like?

DGL: Kyle Raynor (though so many of DGL's choices are so set specific because of willpower/construct, it makes it tough for any of them to make it to final consideration)
MAV: Melissa Gold (damn there are some good 2's in this set though. Vermin, Kang Kong, Beetle, Romanoff, and Shape are so good)
DJL: Poison Ivy (yeah I know, Deadshot is good)
MXM: Ameilia Voght (nothing really utilitywise here, similar to DGL really)
DCR: Blackbriar Thorne, I think. (even though Wesley Dodds is more splashable)
MHG: Quicksilver<>Inhuman By Marriage (Wow. Just an absurd amount of good two drops. Just on brutal efficiency though I think he gets the nod)
DLS: Speed Queen (yay, go DLS!)
MTU: Black Cat<> Nine Lives (right? some pretty good stuff, but I think she's a bit better than the others, though I do enjoy the Red Guardian quite a bit)
Such an interesting question, because you have so many factors to consider. Strength relative to the set, (subset of that being how strong the given set is) overall impact on the metagame at the time/now, how good over time, urgh brain hurty! Splashability seems to be such an easy determining factor. Sooo, Quicksilver it is. Sorry. Not very sexy of a pick, but all those beatings stuffed into a two drop. Ouchies.

I'll just skip the formalities and go with Ahmed. I'll come back and fill in the rest later. (3 drop doom is somewhat close. he is, after all, doom)

MSM: Sentinel Mark V (it changed the world!)
DSM: Merlyn (it changed the world! but not really until DCR)
MMK: Eh. Moon Knight or Jester?
DGL: Fiero. (Malvolio just not as good anymore)
MAV: Oooh. Hawkeye, Golden Archer. Hawkeye, Golden Archer. Splash! I say Hawkeye
DJL: Katar Hol over Faust, because Hol is searchable by more means than Faust
MXM: Hmmm, I'm actually gonna go with a tossup between Annemarie Cortez and Kang<>Scarlet Centurion, because of, well, shockingly, splashability.
DCR: More snazzy stuff. I say Fatality over Deathstroke, even though I love being the beatdown. Even though Deathstroke's flavor text is tons better.
MHG: Human Torch <> The Invisible Man?
DLS: Darkseid<>Apokaliptian Opressor
MTU: Ouch. Talk about tough choices. Erm, Parrington over Sensational due to team stamping?
Lotsof amazing stuff and junk has come out since MOR and DOR, but I think that best overall four drop for the price of admission is, though I hate to say it a little, Dr. Doom <> Diabolic Genius.
