Could i use modred to try to KO and then give my guys reinforcement...because it doesnt say "if you do" ... i wasnt sure.

will that work?

No, because it's a cost. If you can't pay the cost, you can't get the effect.

No, it doesn't say "If you do", however it does say "As an additional cost". If you can't pay the cost, you can't play the effect.
