Ok, so quick glance over looks to me that RS is strongest here, but with a lack at the 5 drop stage, here is what I would likely do. All drops are in order of what I picked them, so higher up the more I value it :p
2-drops.
Terra-man - With the right deck he is something wild.
Kryptonite Man - Useful and RS
Bibbo Bowoski - Front rowing not a necesity and strong card.
Grace - Might get some further use out of her
Looker - Rather then picking another team
Commish Gorden - Oh well, another team for stability at 2!
3-drops.
Alexndra Allston - Might just surge, or you can swing with her second after getting your 2 stunned, both make her a good card.
Ultraman- Concealing him maybe not a good idea, but I do like the effect.
Natasha Irons - Possibly a great wall off init.
John Henry Irons - Powering up? No. Secondary character with decent stats? Yes.
Babara Gordon - Sub in later for free card draw, can't be bad right?
4- drops.
Machester Black - as it seems this deck seems to want to go odds atm (and even more so later) He seems like a decent defensive play. (his stats seem to argue this, but reinforcing with a 2 should still be possible, if you got odds that is ;))
Livewire- Not desired init play and a average stat character, seems to work against the TS bits but it's still useful.
Vartox - Another, probably better, defensive play.
Power Girl <> Nightwing - Fun on either offense or defense, the 4's seems surdy here.
5 drops.
Here's where it goes iffy, no RS 5's so we have to improvise!
Kara Zor-El <> Flamebird - Pair nicely with Powergirl or Livewire if you had to drop him, she works.
Savant - A nice big attack on our prefered init, I likey.
Now it comes down to Metamorpho or Mr. Freeze, Metamorpho wins in the hope he might at some point be slightly useful.
6 drops.
Darkseid - Possibilty of stealing a Ongoing (Remote I know) But just nice to be able to get that char out of your resource row and replace it with something that looks nicer. Plus, his arse is big enough.
Doomsday - bit iffy about the Loyalty but it shouldn't really be a problem by turn six.
7 drops.
Killer Croc - He's simply better then Lady Shiva or Lex (Sorry Lex!)

Dimensional deal - Team up with atk bonuses? Ok!
City of Tomorow x2 - As tempting as that Obey or die is...
Executive Priveledge - Just great :p
Never Ending battle x 2 - Useful card and ongoing!
Power Armour - Alawys fun.
Future shock - Like we need more atk bonuses? :D

Seems like it would curve out nice and have enough attack to beat on odd initiatives, should be strong enough too, RS taking precedent over most other drops unless it really is an idiotic move, the more I look at the list the less I like Manchester black, oh well.

The lack of a good 6 drop is a bit disheartning, but otherwise a solid sealed pool. You have 2 defense pumps with plenty of ways to control the attack. You have recovery, +1/+1 pumps, the best team-up, and a tutor. Not including Barbarba, which is a beast to draw all your tricks.

A few good setups here. This is an almost perfectly split pool, where you have to make a tough choice between Revenge Squad and Team Superman as your base for the deck.
