I would imagine that teams would have to be the next vote, but the interesting thing is that once a certain storyline is selected, the teams basically pick themselves. If we want Civil War to have any continuity with past sets, it's not like there are TOO many options for featured teams. Avengers and Thunderbolts absolutely have to be in it. Everything else basically boils down to S.H.I.E.L.D., New Warriors, or perhaps some "42" team. Unless they're actually going to create new teams based on Anti- or Pro- Registration (which I sincerely hope they do not) I don't know what the choices could possibly be.
Well I'm guessing, as is everyone it seems, that Civil War won the grand vote, but in any of the story-arc possibilities the one team I'd like to see that isn't obvious is Shi'ar in Annihilation.
... Ok, fair, they weren't really in Annihilation so much :p but it's a galactic-themed set and those 3 cards they got in MVL could really use some backup - even if that just means another odd 3-cards.
I certainly expect it to be teams. If not, it'll likely be choosing a mechanic to refeature, but I'd assume that's already been taken care of at this point in the development.
If it does wind up being Civil War, and it looks like it will, I hope they do something mechanically to distinguish the pro-regs and anti-regs. Something like a remove from game theme (pro) and a bodyslide-esque mechanic (anti). Something that differentiates the two teams and makes them play well with their own but have friction with the other side.
I would assume we'll be seeing a lot of Concealed and Concealed - Optional with the anti-reg side.

That could be cool, but to me, it would also be ideal for the Avengers and Thunderbolts to be playable with their older cards. The primary problem with the X-Men set is that it totally broke away from what already worked. MVL brought back some MOR flavor, so I think Civil War should "feel" like the second coming of MAV. Since the MAV ones rotated out of Silver, you can make some nutty stuff, but it won't matter because it's only Golden Age legal.
The best way to do that would be something along the lines of Version-stamping, and including effects that key off "Anti" or "Pro," and give bonuses or negatives when allied with or battling X version. Could be great for limited.
If it is Civil War, how would the teams shake out? Do we think we would get to vote for 4 out of 6 choices or something?
Will the Avengers be busted out into two factions? Maybe versions will say "Anti" or "Pro" reg? As long as Alpha Flight's in, I'm happy. It'd be cool to get S.H.I.E.L.D. in there too. And Thunderbolts.
I dont think were voting for teams. Like is there even really a choice? The only thing I think we can do here is decide who the mini team is if theres more than 1 option. I think they'll tell us the teams then we vote for themes/mechanics.

If it goes version, I hope they get the multiple man treatment (2 versions in one card)
With the size of the set involved, they may end up using 2 or 3 of the most requested storylines in the set, whatever fills it out.
Teams would likely be the second option. While it might be "obvious" ... the voting could determine which teams get the MOST attention, and perhaps whether or not certain teams [like say, Young Avengers] would be a seperate team, or folded into a team as a version team and stuff like that.
In general, I'm not sure how exactly they do the design/development process, but I'm guessing the voting will be similar to the approval process they normally go through. So they present "us" with suggestions that we vote on, and that gives them the basic 'approval' on to how to go forward.

Pro and Anti - Registration should be handled in version-mechanics, not team-affiliations.
