Understanding some people do not like the idea of 'shield counters'...
I do not think there is a bad choice among the group. They all have great advantages.
Ultimately, I would suggest voting for whatever Cap supports the types of decks you like to play. If this vote resembles some of the others in structure, then a close vote could mean we get more than one of these cards in the set. (I am sure someone else thought of this...I was sick yesterday and this is one of the first things I read here today.)

Leader: Whenever an adjacent character would become stunned during the combat phase, instead, you may remove a shield counter.
This card is pretty meeh.
Remember six drop Catain America? This guy is pretty much the same thing. The potential not to stun while you're attacking, and the potential not to get stunned while you're defending. This is of course, again factoring, that your opponent doesn't take him down first.
I see the comparison to Nimrod, but the difference is that you really couldn't play around him.
He seems to similar too MAV Captain for me.

This version would probably be okay enough to see constructed depending on what other legend cards cap gets.. Cards like Terrax and Holocaust that threaten the ability to remove two guys have all seen play.. He has the potential to remove multiples.
His weakness is that he does absolutely nothing off-intiative, which feels a bit off for Captain America.

My thing with this guy is that you kind of have to cost him high, or you make his stats really low which is not going to happen.
In addition, he's not very interesting in a play sense. He's not very interactive. I mean he basically says "take me down first". He doesn't create very interesting play decisions other then "recover me and give me counters."
His ability feels a bit weird for me too. It seems like something better for someone super natural character.
So let's look at Captain America three.

Whenever Captain America becomes stunned, adjacent characters have invulnerability this turn.
First this guy isn't reliant on cosmic, er shield counters to be good.
Secondly, this guy fixes the weakness of other Captain Americas in the sense that you're not completely wrecked when your opponent taes him down first.
In addition, his redirection ability makes combat very interesting. Your oppponent swings up the curve? Redirect it to a lower guy and reinforce. Have a defensely only pump? Redirect it to the smallest guy who can force a stun back. Sense your opponent is out of pumps? Move him to a bigger guy
Heaven help the fool who tries to team attack.
In addition, his second ability is really sick too, punishing your opponent for trying to take the easy way out and makes him a lot better then just a normal leader.
So in conclusion, vote for three! Don't let this be our Dismiss/Rewind vote!
