no, your not spending resource points so it is not considered recruiting.

but it doest mean you can put multiples of the same character out. The verbiage of the substitute mechanic does not allow it.

Remember that Substitute won't get around uniqueness. It still follows most of the rules for recruiting, it's just not actually a recruitment.
