To play, exhaust X [Teen Titans Icon] characters you control.
Ready target character with cost X or less.
When you play Teen Supremes, you exhaust any number of Teen Titans characters you control. If you have none, then you can exhaust 0 Teen Titans characters you control. When the effect resolves, you can ready Superman/Batman Robot because it has a cost that is 0 or less. Look at it in terms of replacing the X in the scenario with 0.

Ready target character with cost X or less.
Simply, you exhaust 0 characters when you play it, which is a viable option.
Since Superman/Batman Robot has a cost of 0, just put the number 0 wherever you see X in that card. it then reads:

Teen Supremes
To play, exhaust 0 [Teen Titans Icon] characters you control.
Ready target character with cost 0 or less.
Done, and done.
Side note: The same ability was used for a slightly unintended interaction between Secret Sanctuary and Haywire, where:

Secret Sanctuary
Activate, exhaust any number of JLA characters you control -> Return target character card from your KO'd pile to your hand if its cost is less than or equal to the total willpower of the characters you exhausted.
So, you could exhaust 0 JLA characters (heck, you didn't even need to have any at all), to return 0-cot Haywire to your hand, since his cost (Zero) was equal to the total willpower of the characters you exhausted. (Zero characters = Zero willpower = Zero cost target.)
Yeah the sanctuary thing seemed to die down a bit when light/frankie ray got banned. Still a really good interaction.
Really true... But on our italian forum we discussed for a while on that interaction and everyone else but me and a couple of other guys belived that wasn't legal... we ended that discussion without clarify the problem... and now in a random discussion I found the answer... cool... :D
