As to Squire's Hobby League dilema...I'm not sure that avatars are the solution to your problem, because again, it sort of forces people to build new decks more often than they're likely to want to. However, I think that for your hobby league to stay alive, players HAVE to build new decks on a somewhat frequent basis.
My hobby league group is likely a little different than most, in that we play ever other week. Automatically there you have more deck-building time to create something new. I also like to do a themed event every other time. We play a lot outside of our regular scheduled days, so that tends to be when you see the old favorites. Most of the players seem to like the alternate formats because people always bring something fresh and new. For me, I like seeing new combos or teams I wouldn't play myself, and it also alleviates the pain of getting beat down by the same deck from a player week after week.
As to Battle of the Border...it sounds like it was a great event. Everyone who contributed to running / organizing it deserves huge thanks. It sounds like it was a fantastic event, and is hopefully going to spark more interest all over for others to run similar things.
