So I have two questions but they basically revolve around the same principal. If Victor Mancha gets stunned but still manages to damage the opponent (say he gets stunned while attacking) then does his ability trigger? Also, if a RA character equipped with Leapfrog gets stunned does the opponent still have to mill?
Victor's triggered power is triggered off of losing endurance, which means it checks after the event to see if it could work. As he is stunned after, it wouldn't work.
The Leapfrog's triggered power is triggered off of a character becoming stunned, which means it checks the moment before to see if it could work. As the Leapfrog's ability was active in the moment before the character became stunned, it would work.
502.4 Triggered powers that trigger off an object becoming stunned, leaving play, or causing breakthrough look back to the game state at the moment right before the object became stunned, left play, or caused breakthrough. This information is used to determine whether they could have triggered off that event and whether they did. Powers that trigger off a character or equipment leaving play will ignore whether that power’s text is currently inactive when determining whether or not they should trigger; this is an exception to rule 701.12f.
1) DCR Zazzala's power triggers even when she's the one to leave play
2) Victor's power triggers even when he's stunned while stunning someone.

Good point. That said: 11-drop Surfer's power does stay in effect when he's stunned in combat, effectively giving him Invulnerability. So I'd assume the same principle applies here.
But 11-drop Surfer doesn't have a triggered power. It works differently.

I think Pi is right... its not a condition from one of the exceptions.
However, it's also a trigger condition we've never seen before, so it's possible 504.2 will be updated to add it to the list, seeing how it makes sense to bunch it in with those.
Maybe, but as is, you can't assume they will change the rules for this card (especially since you'd think they would have for Qwardians, who have a trigger off of endurance loss). So, as of now, they have not stated that a trigger off of losing endurance would be a special case.
