Unfortunately you need some $ for this deck. It's not called money.dec for nothing. Watchtowers are rather cheap and easy to get a hold of (repreinted), and can help w/ hitting your curve, especially w/ one search card.
If you're running Bats at three, another good card is Batcomputer, it helps get to the cards you need, and sets up your draws, and combined w/ Watchtower you're going through 8 cards a turn, also looking into Batman @ 5 should be considered as well.
Another thing is you need to figure out who your primary drops are and increase their numbers, @ the 2 and 3 especially. Since you don't have Hals @ 3, I'd run Red Tornado, or Kendra Saunders @ 2. @ 3, since you only have 2 Batmen, I'd up Hawkman to a 4 of at 3. Turn 5, I'd run Batman as your primary drop as well, w/ a secondary character in case you hit the Bat on turn 3.
I'd also stop worrying about the Flash part, you don't have the pieces right now, and you don't have a lot of room for Flashes to make his effect worthwhile to you. Dropping them will help you focus on the power-up/aggro curve angle you've got working. From the Shadows and Grudge Match are too game dependant to run. So this in mind here's what I'd suggest
2:
4x Red Tornado
3x Kendra Saunders
1x Black Lightning
3:
4x Hawkman
2x Batman
2x Firehawk
4:
4x Firestorm
2x Aquaman
1x Flash
5:
4x Batman
3x Wally West
6:
3x Aquaman
7:
1x Hal Jordan
1x Wonder Woman
-----------------
3x Watchtower
3x Batcomputer
3x Truth and Justice (not sure of the name but it's a PT from DCL)
1x Mightiest Heroes
the rest can be altered and amended to your discrection and play preference.
This list is fairly solid if not exact, against slow decks you just want to build to barry, against faster decks you want to wale on them as much as possible.
