Lets say I'm building a "standard" deck (yes, I realize there's no such thing. How many characters should I put in? Which drops should they be? How many locations and equipment? (yes, again I know this is VERY deck dependant)
I always liked the 36 character skeleton:
1 drops.........6
2 drops.........6
3 drops.........6
4 drops.........6
5 drops.........4
6 drops.........4
7 drops.........3
8 drops.........1
Or if you have no characters of cost 8, then 4 of your 7 drops.
This works alright for the average deck with 0 search capability. I liked using 4 of one character and then 2 of a back up, like GI Joe mission specialists. If you DO have search, I'd suggest using 3 of you preferred character then 3 specialists, you know, characters that you REALLY like against certain opponents but that don't hurt you to have in play otherwise.
Extra characters aren't bad because in a pinch you CAN always resource row them. Sure, not the optimal thing to do, but it works if you need to.
I like to run 34 characters, but it depends on the team really. I have more charaters in my reservest Teen Titans deck, cause I want to resource row them. My Alpha Flight has less because I like to rally for plot twists, so you have to play it and tweak the deck over time to dial it in. It won't be purfect right off, but then playing over and over is part of the fun!
Another option I tend to use for a standard curve deck if you choose to bypass 1 drops would go something like this:
2D - 7
3D - 7
4D - 7
5D - 6
6D - 6
7D - 4
8D - 1
This puts you at 38 characters but hard pressed to miss drops without tutors. Also I would do as TChalla stated and always play 4 of your main at each drop and the rest you can do as wish. Test, test and test but dont forget to enjoy! Only reason I played this many characters is its a pain to miss drops when your just starting out. As you get better you can lower your character count since you will improve in your formation set up and attacking strategies if you miss drops.
